Waste within the meaning of the Waste Management Act 2002 (AWG 2002) [https://ris.bka.gv.at/GeltendeFassung.wxe?Abfrage=Bundesnormen&Gesetzesnummer=20002086] is movable property which the waste owner wishes to dispose of or has disposed of or whose treatment as waste is in the public interest (see § 1 para. 3 AWG 2002). Waste owners have a number of obligations, including the proper collection and treatment of waste, reporting and recording requirements, and the obligation to transfer the waste to authorized waste collectors and handlers.
In line with the precautionary principle and sustainability, the ultimate goal is to avoid harmful effects on humans, animals and nature, to reduce emissions and to conserve resources. Based on the requirement to avoid and recycle waste, the waste hierarchy must be complied with: waste prevention - preparation for reuse - material recovery (recycling) - other recovery - disposal.
Operational waste management as part of strategic corporate management (management) deals with the generation, collection, prevention, recycling and disposal of waste in a company. Through targeted influence, the use of resources should be optimized, environmental impacts reduced, legal requirements met and costs reduced. In companies with environmental management systems, internal waste management is constantly being optimized as part of the continuous improvement process. For companies with a certain number of employees or more, the AWG 2002 requires, for example, the preparation and update of a waste management plan or the appointment of a waste officer (see § 10 and § 11 AWG 2002).
Austrian companies and companies from other countries that have their headquarters or branch in Austria must keep continuous records of their waste generated separately for each calendar year:
- Type of waste: if possible by assigning a key number from the Waste Register Ordinance
- Waste quantity: given in kilograms (kg)
- Waste origin: The plant of the waste producer and/or process/process that produces the waste
- Waste location: Information about the recipient of the waste including date and place of delivery or information on internal waste treatment
The recording is carried out, for example, as an ordered collection of invoices or delivery notes, which provide the necessary information — ideally digitally. In the case of hazardous waste, the consignment notes must be collected separately.
In addition, a waste management concept (AWK) must be drawn up for companies with more than 20 employees and updated every 7 years at the latest. It includes, among other things, information about the plant, a waste-relevant presentation of the company (input materials and waste generated per operating area), organizational arrangements to comply with waste management legislation and an assessment of future development.
The circular economy is a model for optimising the use of resources in order to keep materials and products in circulation for as long as possible. Through reuse, sharing models or repairs, the life cycles of products should be increased and valuable secondary raw materials made available through recycling in order to also ensure permanent availability of raw materials. A circular economy produces less waste and makes extensive use of existing resources. It thus contributes to environmental and climate protection and counteracts the exploitation of our finite resources on the planet.
Circular economy-oriented measures can be established in every company and help to keep raw materials or products in circulation for as long as possible. Circular management includes many aspects, such as product design, use of secondary raw materials, sustainable business models, reuse (reuse in the company), renting/sharing instead of buying new ones, in-house recycling or cooperation with disposal partners who demonstrably recycle operational waste. All of these measures result in lower raw material consumption, less waste and reduce emissions.
